Chernomortransneft has received a positive conclusion of the Federal Autonomous Establishment General State Authority for Appraisal (Glavgosexpertiza of Russia) for the revamping of 4 oil lease automatic custody transfer units (LACTs) of the Sheskharis transshipment complex (TC).
The LACTs will be used for automated commercial metering of diesel fuel and gasoline when shipped for export by sea.
It is planned to revamp 4 LACTs: 2 units for diesel fuel metering, 1 for gasoline and 1 for bunkering diesel fuel. The systems will be equipped with provers for monitoring of metrological characteristics of petroleum products flowmeters. The quality of the shipped petroleum products will be determined in a single unit equipped with quality lines for each LACT. Control and verification of the flowmeters installed on meter runs of the LACTs will be carried out by special compact prover devices which will be verified by a reference prover.
As part of the construction works on the LACT replacement at the Sheskharis site, it is planned to dismantle 2 meter run units, 2 oil quality measurement units and the LACT turbocompound unit.
At the moment, the technical and estimate parts of the documentation have been approved. Chernomortransneft will start implementing the project in April 2021. The facilities are to be commissioned in November 2022.
The construction of the new LACTs will be carried out as part of the second stage of Sheskharis TC large-scale revamping programme implementation to increase the reliability of process equipment and the accuracy of measurements. The work will be carried out taking into account all industrial safety requirements.
